Anyone tall enough to reach the bellropes can learn to ring a bell. This usually means being at least age 11 before starting and please note there is no upper age limit! Contrary to popular belief this skill does not require great strength; more a sense of timing is required. You'll be taught initially to "handle a bell" - i.e.ring a bell safely and at different speeds. This process can take anything from a few days to a few months. You'll then be invited to ring call changes and then move on to method ringing.
